What does BMC require for a hoarding in Mumbai?
A permitted size, a permitted site and a certified structure. BMC’s 2025 policy lists ground sizes up to 40 x 40 ft, bans new rooftop hoardings, requires 70 m spacing, a 12 ft clear height and lights off at 11 pm, and ties every licence to a two-yearly structural stability certificate, audits of older structures and insurance. IBS fabricates to those rules.
What is a structural stability report for a hoarding?
A certificate from a BMC-registered structural engineer that the hoarding structure and foundation are safe. BMC’s 2025 policy requires one for every hoarding at each two-year renewal, with an audit for structures more than ten years old and a foundation certificate every ten years.
What is a dead-wall hoarding?
A hoarding fixed to a blank side wall of a building rather than standing on its own structure. BMC allows them only on buildings under 30 years old, up to 40 x 40 ft and no larger than the wall, within 3 ft of it, and never as a digital screen.

Sizes and siting
- Ground hoardings in listed sizes from 10 x 10 ft up to 40 x 40 ft (clause 4.2(i)(b))
- Near petrol pumps, high-tension lines, traffic signals and toll plazas: 20 x 20 ft, at most 30 x 20 ft
- No new hoardings on terraces or rooftops

What are the hoarding rates in Mumbai?
There are two different costs. Media rates, the rent to display on an existing hoarding, are set by the hoarding owner and vary by site. The BMC licence fee follows BMC’s advertisement schedule, which the 2025 policy does not publish and says will rise 10% a year once approved. IBS quotes the structure and print, not media rent.
Is hoarding illegal in Mumbai?
No. Hoardings are legal with a BMC licence and within the 2025 policy’s rules on size, siting, spacing and structure. An illegal hoarding is one displayed without permission or outside those rules, which is an offence under the BMC Act, 1888, and can be removed.
What sizes of hoarding are allowed in Mumbai?
