What does a neon sign in Mumbai involve?
A neon sign on a Mumbai shop, cafe or bar is an illuminated board, so it needs written BMC permission. If the premises serves or sells liquor, its name board cannot be named after legends or forts under section 36A of the Shops and Establishments Act. Most neon today is LED neon; glass neon above 650 V has its own CEA safety rules.
What is LED neon?
Flexible LED strip sealed in a silicone or PVC sleeve that diffuses the light into a continuous line, so it looks like glass neon. It runs on low-voltage current through a driver, bends to shape on a backing, and is the most common neon format today.
What is glass neon?
The traditional sign: hand-bent glass tubes filled with neon, argon or other gases, lit by a high-voltage transformer. The CEA Safety Regulations 2023 call these luminous tube signs, and set extra safety rules for any running above 650 V, including notice to the Electrical Inspector before first use.
Permission
What BMC requires for a neon sign
BMC’s 2025 guidelines list the neon sign board with the glow sign as an illuminated board on business premises. These are the rules that apply to it.
No BMC permission needed
- Non-illuminated boards on business premises relating to the trade carried on there (clause 1.9)
- Window advertisements for the trade on the premises
- Sale or letting notices
- The name of the building or its occupier, so long as it does not form a sky sign
Written BMC permission needed
- Glow signs, illuminated name boards, backlit, electronic and digital displays on shops, showrooms and other business premises (clause 2.1(a))
- Displaying one without permission is an offence under sections 328 and 328A read with 471 of the BMC Act, 1888
- Apply to the ward office in the prescribed form (Appendix A), with the processing fee
- Pay within 10 days of BMC’s demand letter; the application is cancelled if unpaid after 90 days
Size, structure and placement
- Boards on business premises must not project beyond the building line, the plinth of the building
- Over 300 sq ft, a structural stability report from a BMC-registered structural engineer
- Approval up to 200 sq ft by the ward Senior Inspector (Licence), 200 to 400 sq ft by the Assistant Commissioner, above 400 sq ft by the Deputy Municipal Commissioner
- Glass facade advertising on no more than 50% of each panel, with a Chief Fire Officer NOC
- Heritage buildings need a Heritage Committee NOC even where no licence is otherwise required
Fees and penalties
- The 2025 policy publishes no rate table; BMC’s existing schedule of fees applies until revised rates are approved
- One year’s fee is paid in advance, plus a deposit equal to one month’s fee
- A board put up without permission is charged one extra year’s fee to regularise it
- Late renewal costs 25% of the proportionate monthly fee for each month of delay

The rules that apply to neon in Mumbai
Neon carries two sets of rules a plain glow sign does not: Maharashtra’s rule on how bars may name their boards, and the national electrical rules for high-voltage glass neon.
Premises serving or selling liquor
- No name board in the name of legends or forts (section 36A(2) of the Shops and Establishments Act)
- Marathi in Devanagari first on the name board, in letters no smaller than any other script (section 36A(1))
- Settle the name before the neon is made: a renamed board means a remade sign
- The same BMC permission as any other lit board
Glass neon above 650 V (CEA regulation 54)
- Live parts screened and out of reach; exterior work protected from weather
- An earth leakage circuit breaker and a sub-circuit for the sign alone
- Outdoors, a fire-proof emergency switch no higher than 1.70 m above the ground
- 14 days’ written notice to the Electrical Inspector before first use
- A danger notice on the sign (regulation 20(c))

Lighting and electrical rules for lit signs in Mumbai
Beyond the licence itself, BMC’s 2025 policy and the national electrical safety regulations set a few more rules for anything that lights up. Some apply to shop signs; some apply only to hoardings, and are often quoted as if they covered both.

- Illuminated show cases visible from a street also need permission (clause 2.2)

Does a neon sign board need BMC permission in Mumbai?
Yes, on a business premises. Can a bar in Mumbai name its neon sign after a fort or a legend?

Is glass neon safe on a Mumbai shopfront?
It can be, if it is installed to the rules. Do I need to tell the Electrical Inspector before switching on a neon sign?
For glass neon above 650 V, yes.
